Since Spring 2015, a shift is observed in the dynamics of the conflict in Afghanistan. AOG (mainly Taliban) ground offensives against government forces have increased both in intensity and frequency also now targeting urban centres with high population density. The civilian population is paying an increasing heavy toll through both civilian casualties and population displacements. The situation in Afghanistan can no longer be considered in a "stabilisation phase", but has reverted to an increasingly acute humanitarian crisis. The current number of IDPs in Afghanistan is well over 1 million. Over 270,000 people have been displaced in 2015 alone. The deterioration in both the security and economic situation is creating push factors for Afghan migration to Europe. According to UNHCR figures, 150,000 Afghans have arrived in the EU in 2015 of which over 80,000 have applied for asylum.
